State Tooltip plugin - RPG Maker MZ

Plugin details:

- Adds a tooltip popup when hovering over state icons in the battle scene. 

- You can edit how the state / buff / debuff is displayed just as you would when showing text (ie. change font size, font color, display variables or icons, etc.)
